Most people use HTML V4 and XHTML V1 to create Web pages. Relatively few HTML enthusiasts understand the concepts of semantic HTML, validating HTML structures, and improving documents for accessibility. A high-quality HTML document is a result of many trade-offs, design choices, and discussions.
